Biographies of Members
Andrée Delagrave - Chair
Andrée Delagrave was appointed as Chair of the Access to Information
Review Task Force on August 21, 2000. Prior to the appointment to the
Treasury Board Secretariat, she was Director General of Policy Integration
and Coordination, with the Department of Justice. Ms Delagrave is a member
of the Quebec Bar and the Law Society of Upper Canada.
Mary Anne Stevens - Director
Mary Anne Stevens is a former investigator with the Office of
the Privacy Commissioner. She has worked on ATIP and information policy
issues with the Treasury Board Secretariat since 1989, providing guidance
to institutions on ATIP and information management issues.
Louis Alberti - Legal Counsel
Louis Alberti joined the Task Force from the legal services
at the Department of Foreign Affairs and International Trade. He previously
worked in the Information Law and Privacy Section of the Department of
Justice for a number of years.
David Dunbar - Senior Legal Counsel
David Dunbar joined the Task Force from the legal services of
the Department of Citizenship and Immigration, where he gained good practical
experience with access to information and privacy issues.
Shauneen Furlong - Senior Policy Officer
Shauneen Furlong joined the Task Force from the Department of
Finance. She has experience in information management, business process
reengineering and change management.
Marta Khan - Senior Policy Officer
Marta Khan joined the Task Force from the National Archives
of Canada where she worked as the Director of the Access to Information
and Privacy Division and ATIP Coordinator since 1995. She has extensive
experience in the area of information management.
Donald Lemieux - Counsel
Donald Lemieux joined the Task Force from the Information Law
and Privacy Section of Justice Canada. Previously, he was with the Access
to Information and Privacy (ATIP) Office of Justice and the ATIP Coordinator
at the former Department of Communications. He also worked in Industry
Canada’s ATIP Office.
Valerie Lasher - Senior Policy Officer
Valerie Lasher has worked as the legislative assistant to several
ministers of various departments. She has extensive experience in parliamentary
procedure, legislative reform, issues related to governance and project
management.
Bruce Mann - Senior Counsel
Bruce Mann joined the Task Force from the legal services of
the Infrastructure Program of the Treasury Board Secretariat. He had previously
worked in the Office of the Information Commissioner as senior counsel,
then as Assistant Commissioner from 1985 to 1990.
John McCarthy - Special Advisor
John McCarthy joined the Task Force from the Civil Legal Services
Division of the Department of Justice of the Government of Newfoundland
and Labrador, where he has worked since 1981, first as a litigator and
then as a senior legal counsel. In his latter role, he has had significant
involvement with access to information issues.
Eric Miller - Senior Policy Officer
Eric Miller joined the Task Force from the Treasury Board Secretariat.
He has worked for several departments in a variety of areas including
comprehensive audit, information technology audit, information management
and business planning and reporting. He was on the team that developed
the audit guide for the Management of Government Information Holdings
Policy.
Sherry Moran - Special Advisor
Sherry Moran joined the Task Force from the Privy Council Office.
She has worked previously in the Department of Revenue where she had many
years of dealing with policy and legislation matters.
Bruce Walton - Senior Policy Officer
Bruce Walton joined the Task Force from the National Archives
of Canada where he is the Director of the Archives' Electronic Records
Project, and a member of the InterPARES project investigating the requirements
for preservation of authentic electronic records.
Stephen Bindman - Special Advisor
Stephen Bindman joined the Task Force from the Department of
Justice. Previously he was the national legal affairs correspondent for
the Southam Newspapers, reporting on the Supreme Court of Canada, Federal
Court and justice system. During his reporting career, he wrote extensively
on ATIP and was a frequent user of the Act.
