Appendix B: Definitions of Information Management

Australian Archives

Information management is the management of all forms of information using a common planning framework. The information may be derived from documents, records, publications and other information sources that exist in multiple physical and logical formats.

Ernst and Young, UK

Information management is concerned with obtaining the best possible value for money from an organization's information resources.

Office of Management and Budget, United States

Information Management means the planning, budgeting, manipulating, and controlling of information throughout its lifecycle. Information Resources management means the process of managing information resources to accomplish agency missions. The term encompasses both information itself and the related resources, such as personnel, equipment, funds, and information technology.

The On-line Dictionary of Computing refers to information management as:

The planning, budgeting, control and exploitation of the information resources in an organization. The term encompasses both the information itself and the related aspects such as personnel, finance, marketing, organization and technologies and systems. Information Managers are responsible for the coordination and integration of a wide range of information handling activities within the organization. These include the formulation of corporate information policy, design, evaluation and integration of effective information systems and services, the exploitation of IT for competitive advantage and the integration of internal and external information and data.

Treasury Board Secretariat of Canada

The coordinated management of an organization's information based resources, including its information holdings and investments in technology. (Chapter 1-1 of the Treasury Board's Information Management Policy volume, 1991 - "Strategic Direction for Government: Information Management")

US Department of the Interior, US Geological Survey Department

Information management is both a strategy, driven by customer needs, and an infrastructure, shaped by technology, for handling and distributing information. Information management crosses disciplinary and administrative boundaries.

ABOUT THE AUTHORS

John McDonald, Christine Ardern

Christine Ardern is a Certified Records Manager and an independent information management consultant with over 25 years experience in the field of records and information management. Prior to opening her own consulting practice, Ms. Ardern was Manager of Archives and Records Management at CIBC where she was responsible for the archives corporate records management operations and coordinated the records centre and micrographics programs. She led a team of in-house information management consultants in addressing CIBC's information management requirements.

Prior to joining CIBC, Ms. Ardern held similar positions at The Art Gallery of Ontario, The Salvation Army and The Toronto Harbour Commission. From 1992 - 1995 she was a member of the National Archives of Canada Advisory Board and is currently a member of the CGSB Electronic Information as Evidence Standard Committee. She is an instructor in the Continuing Education program at the University of Toronto's Faculty of Information Studies and is a Past President of ARMA International.

John McDonald, an independent information management consultant, has over 25 years of experience in the field of information management. He is a former Director of the Office of Government Records at the National Archives where he was responsible for developing and issuing government-wide guidance on the management of records and information, especially in an electronic environment.

From 1982-84 he was a member of the Task Force on Access to Information and Privacy. He was the author of the Treasury Board's "Report on Information Management in the Government of Canada, A Situation Analysis", published in June, 2000, and he has contributed to numerous government-wide IM initiatives including the development of the Government's Policy on the "Management of Government Information Holdings".
